Kathleen Sebelius lies about guard readiness

We just uncovered this story, sent to us by Greg. Below is the text of his email.

Mr. Stigall,

Attached is a report from the Defense Press Service
regarding the National Guard response to the recent tornado.
I heard your editorial regarding Gov. Sebelius' comments
on the National Guard's reduced response capabilities and
thought that you would be interested in the actual
numbers, specifically; "Currently, the Kansas National Guard
has 88 percent of its forces available, 60 percent of its
Army Guard dual-use equipment on hand, and more than
85 percent of its Air Guard equipment on hand,
said Randal Noller, public affairs officer for the
National Guard Bureau. Under the Emergency Management
Assistance Compact, which is a national partnership
agreement that allows state-to-state assistance during
governor or federally declared emergencies, Kansas has more
than 400,000 Guardsmen available to it, he pointed out.
However, Kansas has not yet requested assistance
from other states."

The problem of "stay-behind" equipment, a program in
which National Guard equipment was deployed to Iraq and
Afghanistan with mobilized National Guard units then stayed
in theater for follow on forces when National Guard
units returned home, is a concern to the National Guard. This
contributes to only having 60% of the Army dual use equipment on hand,
and is being addressed in Congress. In this aspect of the governor's
concerns I agree. The National Guard needs to be equipped as fully as
possible at the lowest level to support the state and its citizens.

The interesting data is that Kansas has 88% of its forces available.
There is not a breakdown between Army and Air, but I would suspect that,
based on the fact that the governor has not requested additional
National Guard forces from other states under the Emergency Management
Assistance Compact, there are enough forces to support the required missions.
This would negate her comment implying that National Guard deployments
have hindered the state's ability to respond. The National Guard Bureau
makes every effort to ensure that no states provide a preponderance of
their forces to overseas deployments, ensuring that the states have
adequate forces to meet emergency needs. Additionally, the plans and
operations sections at each state's headquarters know what National Guard
units from their state will be deployed. This gives the organization
enough time to plan around the deployed units in instances where they might
be used for emergencies. Given this, the governor's comments were
disingenuous and purely political in nature.


Chris' predictions came true within moments yesterday, as Kathleen
Sebelius hit the networks to gain politically from her state's
tornado-ravaged residents. Kansans must be proud of such courageous
leadership. Here are her comments and appearances:

    • Kansas Gov. Kathleen Sebelius said the state's response will likely be hampered because much of the equipment usually positioned around the state to respond to emergencies is in Iraq. That includes things like tents, trucks and tractor-railers. "This is devastation beyond belief," Sebelius said Monday morning on NBC's "Today" show. "We've had serious tornadoes in Kansas, but to have a whole community wiped out at once is unbelievable."
